Incidents involving stranded motorists were particularly alarming. Fifteen vehicles were believed to have been carried from an access road into a nearby creek, with some victims found deceased in their cars. The San Antonio city attorney’s office has requested to withhold recordings of 911 calls made by two of the victims who later drowned in the flood.
