The commission determined that an environmental impact report was not necessary, and a notice of exemption will be posted on the city’s website to maintain transparency with the public. The developers are required to comply with existing city noise standards, which includes conducting a noise study and adopting recommendations to minimize disturbances.

Residents have expressed apprehensions regarding the implications of increased traffic flow and the potential for noise and light pollution from the car wash operations. In response to these concerns, the project has been designed with specific features to mitigate noise, including placing vacuum stalls away from the nearest residential properties. This strategy aims to alleviate the impact on nearby homes and ensure a more peaceful living environment for those in proximity to the facility.

The applicant’s representative, Donald Shiveley, noted that the Quick Quack Car Wash aims to provide convenience for Lancaster residents while ensuring compliance with all necessary city regulations. Currently, there are approximately 15 other car wash facilities in close proximity to the proposed site, indicating a competitive market for such services. The growing number of car wash locations in Lancaster reflects changing consumer needs and preferences in the area.
