Austin – In a direct response to the devastating flooding that struck Kerr County over the July 4 weekend, Texas lawmakers have established a new Joint House and Senate Texas Disaster Preparedness and Flooding Committee. This initiative, authorized by Governor Greg Abbott, aims to enhance the state’s capacity to deal with future flooding events. The committee is set to convene for its inaugural meeting at the state Capitol next Wednesday.

The formation of this committee comes in light of a tragic flood that claimed the lives of several individuals, including children, who received minimal warnings before the floodwaters surged. State Senator José Menéndez from San Antonio, a member of the committee, has underscored the importance of prioritizing effective action over political differences in order to address the critical issues surrounding flood preparedness.

Despite the allocation of disaster response funding, Menéndez emphasizes that financial resources alone are insufficient for long-term solutions. The vulnerability of rural areas, where reliable cell service is often lacking, raises concerns about the effectiveness of a single alert system. The committee’s primary objective is to devise new policies that focus on saving lives rather than merely investigating past failures that led to the Kerr County disaster.

Menéndez also drew attention to a similar tragedy from 1987, in which ten children perished in a flooding incident involving a bus. He expressed that this historical context heightens the urgency for prompt and effective measures to prevent future losses of life.

The committee plans to adopt a collaborative approach, bringing together local, state, and federal agencies to develop comprehensive strategies for flood preparedness and response. As part of its efforts, the committee’s second meeting will also be scheduled later in the month in Kerrville, providing a local platform for discussion and planning.

In a show of community solidarity, the San Antonio Missions baseball team will host a fundraising event on August 9 to support victims of the July flooding. They will play against the Springfield Cardinals, and during the game, the Missions players will wear jerseys representing schools that were directly impacted by the floods, including Comfort, Kerrville Tivy, Center Point, and Ingram Tom Moore. Notably, Manu Ginobili, a former player for the San Antonio Spurs and owner of the Missions, will don one of these jerseys and throw the ceremonial first pitch.

Following the game, the autographed jerseys worn by the Missions players will be auctioned off, with all proceeds directed to the Kerr County Flood Relief Fund. This initiative not only aims to raise funds but also to foster a sense of community hope and resilience in the wake of the disaster.

In addition to supporting individual victims, the Missions are partnering with the Nolan Ryan Foundation and the Round Rock Express to aid the rebuilding of Ingram Little League fields, further demonstrating their commitment to the community’s recovery efforts. Burl Yarbrough, the president of the Missions, has reiterated the organization’s dedication to supporting Kerr County as it navigates the recovery process following the tragic flooding.

This newly formed committee and the community’s fundraising efforts represent a multi-faceted approach to address the crucial need for improved flood preparedness and resilience in Texas, focusing significantly on preventing loss of life in future disasters.
